How do you build the Task Bar Hero Ranger?

The Ranger is the attack-speed damage dealer: 1.05 attacks per second is the fastest base in the roster, backed by 5% critical chance and 150% critical damage, so the build is about multiplying frequency rather than hitting harder per shot.

The level 1 row is core DPS scaling — Attack Damage and Attack Speed Enhancement — and the level 10 row adds the critical stats that make those faster hits matter. From there the tree branches into Evasion and Move Speed at 20, which keeps the Ranger alive with only 80 HP and 15 armour to work with.
